I didn't see that.
I was just reading something and got the impression that these "guilt-casters" were a fabled and highly secretive faction within the Bene Gesserit, used by the Sisterhood to deal out special punishments. Evidently they used psychic force to make the guilty feel the consequences of their actions, pounding shame into their minds with wave after wave of accusing voices, making the victim's life a screaming hell of retribution from which there could be no escape.
I couldn't find any reference to them in the original books, though.
