I don't agree with you there. Carbon credit trading is about putting a cost on to the damage you do, which IS an incentive to do less damage. The only way cleaner practices are going to take hold are by driving business to do so. If cutting down a tree costs 4x more than using recycled materials then why would you do so?
But I have to admit that Kyoto won't solve everything though, I don't think anybody has said that. It goes some of the way to helping. IF everyone got on board it'd be a lot more effective...
I did chuckle at "socialist wealth distribution plan" though.
