While God Emperor is still my favorite Dune book, Heretics and Chapterhouse are my second and third respectively. I love seeing the thought processes of the BG, Teg, and Waff when they're doing their one on one talks, and Miles Teg is one of the coolest characters FH created.
Anyways, whether or not FH DID make the last two books 'just for the money' at least he wrote them properly

Duncan hears Siona scream. He rushes into the bathroom just as she is gathering her towel around her lithe, naked, and wet self. "What's wrong, dear?"
"I just had the most horrible dream," she responded to her husband in all but name. "I dreamt that a young Paul Atreides went guild-ship hopping with Bronso of Ix and they trained to be jongleurs. You were there."
"That's crazy talk, woman! Everyone knows that when Paul went to Arrakis that it was his first time off-world." He moved seductively toward her, slipping off his boxers while reaching for Siona's towel. Duncan fully intended on taking a shower with her.
"Wait. What are you doing, Duncan? I'm not in the mood."
"Mood?" Duncan laughed a hearty laugh as he brushed back his black hair away from his eyes. "Mood's a thing for cattle and making love. Come on, sugar. Let's go make The Worm With Two Backs." Although she hesitated and tried to stand her ground, Siona could never say no to Duncan's advances.

I feel the series should have ended with GEoD, but the final two books, besides Dune itself, are my favorites. I feel that they are what a capable author would have written if Frank had died after GEoD and never gone further. Unnecessary, but an obvious addition to furthering and expanding the universe and its many nuances.
